Why thinner hooks are not cheaper than thick hooks?

Customer may sometimes expect that thinner wire hooks will be cheaper, but found out insteadly.

The material of thinner hooks did less than thick hooks, however, it take more processes to make the steel rod to be thin, so the unit cost is actually not cheaper, when the diameter difference is not very big.
